City Council meets every third Tuesday of the month at 5:30 PM. in the City of Fulshear Municipal Complex located at 6611 W Cross Creek Bend Lane, Fulshear TX 77441. Please check the calendar to verify meeting dates and locations. Meetings are open to the public. For more information, please contact the City Secretary's office at (281) 346-1796.

Mayor

Don McCoy, Mayor

TERM: June 2024 - May 2026

Don McCoy was elected Mayor in 2024. Don also serves as the president of the Fulshear Regional Chamber FOR Commerce since its inception in late 2013.

Don has been a driving force behind its growth to over 500 business members. Don’s passion and dedication shine through in everything he does, consistently striving to make a significant impact. With over 40 years of experience, Don is a seasoned marketing professional known for his visionary ideas.

Don holds a degree in Management and Marketing, with a minor in Spanish, from Stephen F. Austin State University. A devoted Christian, he has served as a Deacon and Sunday School Director at Second Baptist Church 1463.

He’s an active member of the Brazos River Rotary Club and the Fulshear Simonton Lions Club. Fluent in Spanish and well-traveled, Don has lived in Venezuela, Mexico, England, Scotland, and Iran, and has explored the world extensively. His favorite sayings, “I have another great idea” and “Be significant and keep leading,” perfectly encapsulate his dynamic and inspirational approach to life and work.

Joel M. Patterson, Mayor Pro-Tem, District 4

Council Liaison to Economic Development Corporation

Joel M. Patterson was elected as the first representative to single-member District 4 in May 2018.

Joel is a native Texan and a United States Navy veteran. After three years of active duty, he moved to Wichita, Kansas, and earned his Bachelor of Science in Geology and a Master's Degree in Geology from Wichita State University.

Joel retired in 2019. In addition to City Councilman role, Joel is a member of the Fulshear Economic Development Committee, represents Fulshear on the West Houston Executive Airport Board of Adjustment, Fort Bend County local government representative on the H-GAC Regional Air Quality Planning Advisory Committee, Vice Chairman of the Regional Air Quality Advisory Executive Committee.

Joel has been a resident of Fulshear since 2009. He and his wife Becky have two adult children and three grandchildren.

Kent Pool, Councilmember At-Large

Council Liaison to Parks & Recreation Commission

Kent Pool was appointed as At-Large Councilmember by City Council on April 18, 2018, to fill an unexpired term ending May 2019.

After moving to Fulshear with his wife in 2010, Kent got involved in supporting efforts to improve his new community. He volunteered to help the city progress, first through his appointment to the City of Fulshear's Home Rule Charter Commission, then by serving on the City's Type A Economic Development Sales Tax Corporation.

Kent is very active in his Church, Second Baptist, where for the last 20 years, he's worked every Sunday teaching Third Graders. Kent is retired from Neiman Marcus and enjoys spending time with family - particularly his grandchildren.

Jason Knape, Councilmember At-Large

Jason Knape was elected as At-Large Councilmember in the May 7, 2022 election and was sworn in on May 17.

Jason was born and raised in Texas and moved to Fulshear in 2016. He received his Bachelor's degree in Mathematics from the University of Texas at Austin.

Currently, he is the Senior Director, Customer Success for PROS Inc., a software company headquartered in Houston, TX, that provides an AI-based platform that optimizes every shopping and selling interaction. He and his family are members of St. Faustina Catholic Church in Fulshear, where he is a member and Deputy Grand Knight of Knights of Columbus Council #16103.

Jason and his wife Kristin have four wonderful children enrolled in local Katy ISD schools.

District 1

Sarah B. Johnson, Councilmember District 1

Council Liaison to Planning & Zoning Commission

Sarah B. Johnson was appointed by City Council on August 3, 2021, to serve as the District 1 City Council Member.

Sarah grew up in Adelaide, Australia. She graduated from the Australian Defence Force Academy with a Bachelor's in Political Science and later earned a Master's in Policy and Strategy from the University of New South Wales.

She is a military veteran who served nine years in the Royal Australian Air Force, deploying to the Middle East and Southeast Asia.

Sarah moved to Fulshear, Texas, with her husband, U.S. Army veteran Levi and children in 2012. She proudly became a citizen of the United States in 2014. Today, Sarah works for bp in continuous improvement and business transformation.

Christina Baron, Councilmember District 3

Christina Baron was appointed by City Council on September 5, 2023, to serve as the District 3 City Council Member.

Christina grew up in a small, rural town in Southeastern Missouri. She holds a Bachelor’s of Science in geology from Missouri State University and a Master’s of Science in geology from Colorado School of Mines. She worked for over a decade as a geoscientist in the oil and gas industry.

Christina moved to Fulshear in 2021 with her husband, Alex, and is currently a stay-at-home mom to her 2 preschool-aged sons. She teaches group fitness classes at the Katy-area YMCA’s and is an active member and former board member of MOMS Club of Fulshear, a local non-profit that helps support moms

District 5

Abhijeet Utturkar, Councilmember District 5

Council Liaison to Zoning Board of Adjustments

Abhi grew up in India. He obtained a Master's Degree in Mechanical Engineering at Oklahoma State University, Stillwater, OK in 2002, and became a US Citizen in 2017. After living in Oklahoma for nearly 18 years, he moved to Fulshear, TX with his family.

He has served as a member of the Zoning Board of Adjustments (ZBA) at the City of Fulshear (2022-2023) and has held various positions as a member of several city committees and boards at City of Owasso, OK (2013 - 2021). He currently works as Chief Engineer at Sempra Infrastructure in Houston, TX. He holds a professional engineer license in several states, including Texas.

Abhi and his wife, Kalpana, have two children enrolled in Katy ISD.
