City Manager

Zach Goodlander became the City Manager for the City of Fulshear on August 20, 2024. Goodlander started his municipal career as an intern with the City of Huntsville, Texas while also running on the Sam Houston State University Track and Cross Country teams. He graduated with a Bachelor's in Political Science and Master's in Public Administration. He thereafter worked for the cities of Willis and Venus, Texas until February 2019 when he joined the City of Fulshear as Director of Planning. 

During this time Goodlander also at periods had oversight of other departments, and formally became Assistant City Manager in November of 2022. In February of 2024 he became the Acting City Manager. He is a member of the Texas City Management Association (TCMA), American Association of Municipal Executives (AAME), and International City Management Association (ICMA). 

Goodlander is proud to have been a resident of Fulshear since 2019 with his wife and children.

Assistant City Manager

Kelsee Jordan Lee became the Assistant City Manager for the City of Fulshear in October 2024 
and oversees the Finance, Public Works, and Economic Development departments. Before working for the City of Fulshear, Lee served as Economic & Business Development Manager for the City of San Marcos and spent eight years at the City of Cibolo, beginning at an entry level economic development position and working her way up to Planning & Economic Development Director where she oversaw business recruitment and retention, development reviews, long range planning, and code enforcement. 

Lee received her Master of Business Administration and Bachelor's in Business Administration from the University of the Incarnate Word, both with a concentration in International Business and spent a year as an exchange student in Kumamoto, Japan, to study Japanese language and economics. She is a Certified Economic Developer (CEcD) from the International Economic Development Council and has her CNU-A from the Congress of New Urbanism. 

She has served in many volunteer roles such as a mentor through Women Leading Government, as a board member for the SheLeadsGov Committee,  and a member of the Byron P. Steele II High School Career & Technical Education Advisory Committee. Lee is married to her college sweetheart and they both look forward to being active in the Fulshear community!

Executive Coordinator

Kimberly Kopecky began her duties as the Executive Coordinator on November 21, 2022.
She has been with the City of Fulshear since 2016 in the roles of Assistant City Secretary, and from February 2018 - November 2022 as City Secretary.

Kopecky started her municipal career in 2011 and prior to Fulshear she worked with the Cities of Katy and Sealy, as well as the Fort Bend County Clerk's Office. She has graduated from the Texas Municipal Clerks Certification Program (June 2019) and is also a member of the Texas City Management Association (TCMA).
