State law mandates that any formal complaint on a police officer shall follow Texas Government Code 614 guidelines. For a complaint to be considered by the head of a state agency or head of a law enforcement agency, the complaint must be: (1) in writing; and (2) signed by the person making the complaint.  

Per department policy, a formal complaint will be investigated within thirty (30) days of receipt of the complaint (unless special circumstances exist).  

How to File a Formal Complaint Against a Fulshear Police Officer 

If you have experienced inappropriate or illegal conduct by a police officer, it is your right to file a formal complaint. This process helps ensure accountability and professionalism within law enforcement. The below information is a simple guide to help you understand the process and the steps to file a formal complaint. 

Why File a Formal Complaint? 

Filing a complaint on a police officer is important when: 

  • You believe an officer has acted inappropriately or unprofessionally. 

  • There has been a violation of your rights or the law. 

  • You have experienced misconduct, such as excessive force, harassment, or discrimination. 


By filing a complaint, you help improve police services and ensure that officers follow proper procedures. Complaints are reviewed seriously and confidentially by the department’s internal affairs division or a supervisor. 

Steps to File a Formal Complaint: 

1. Gather information: 

Ensure you have the officer’s name and that he/she is employed by the Fulshear Police Department.  

List the date, time, and location of the incident. 

Names of any witnesses. 

A clear description of what occurred. 

2. Download and print the Citizen’s Complaint Form

3. Complete all information listed on the complaint form. When submitting your complaint, be as factual and detailed as possible. Stick to the facts, avoid speculation, and clearly describe the officer’s actions. 

4. Ensure you sign the complaint form (the complaint form must be signed by the person making the complaint to be considered for review by the head of a law enforcement agency). 

5. You may deliver the complaint form in person at 6639 W. Cross Creek Bend Lane, Fulshear, Texas 77441, email the complaint form to Chief Seymour at kseymour@fulsheartexas.gov, or mail the form to the Fulshear Police Department at 6639 W. Cross Creek Bend Lane, Fulshear, Texas 77441, Attn: Chief Seymour. 

6. Once your complaint form has been received, you will be contacted by a Fulshear Police Department supervisor who will be investigating the complaint. The supervisor may ask you for more details surrounding your complaint. 

At the conclusion of the investigation, the Chief of Police or the authorized designee will ensure that the complainant is notified of the disposition (i.e., sustained, not sustained, exonerated, or unfounded) of the complaint.
